    services to the public and private sector.
    Areas of specialization include health and safety training, audits;
    hazardous materials/waste management compliance; Phase I, II, III ESAs;
    surveys, compliance and permitting for endangered species;
    Clean Water Act Compliance, discharge permits, and sampling.
  • 1979 - 1989     Hazardous Material Program Manager, Kern County Resource
    Management Agency, Environmental Health Services Department, Bakersfield, CA
    Responsible for coordinating, directing, planning and managing all elements
    of the Environmental Health Services Department's Hazardous Materials
    Management Program. This included assigning, supervising and reviewing the
    work of nine Environmental Health Specialists. Additional responsibilities
    included budget preparation, grant proposal writing, project contract
    development and administration. As the Manager for the County's Hazardous
    Materials Management Program, interfaced and coordinated Department
    activities with local, State and Federal agencies to facilitate a
    cost-effective responsible approach to hazardous materials issues
    confronting the public and industry. Co-authored UST procedures and
    policies for installation, removal, site evaluation and remediation.
  • 1973 - 1979     Environmental Health Specialist III, Kern County Health
    Department, Taft District
    Responsible for all aspects of environmental health, including maintaining
    standards of compliance in the following sectors: housing, water
    purveyance, food, liquid and solid waste, and air quality.

Mr.Casagrande's background in innovative and practical applications of
current technology and understanding of the hazardous waste control
standards make him a valuable resource for the client.

    multi-agency coordination with Industry Emergency Response Plans.
